Chris Rawlings
founder / chief efficiency officer

Chris Rawlings, (fmr. SGT, USMC.) is a 5 year Iraqi war veteran who was honorably discharged in 2008. Chris deployed to multiple combat zones supporting aircraft and ground commands between 2004 and 2007. After arriving home from his final deployment, Chris sought a change of pace and joined the USMC AIRSPEED Team. This newly adopted team comprised of logisticians, engineers, and supply chain managers, was tasked with implementing Lean+/Six Sigma methodologies across aircraft maintenance work centers in efforts to increase production, lower costs, and improve overall mission capability and readiness. During this assignment, Chris obtained Lean Six Sigma Green Belt Certification and was awarded a Certificate of Commendation from the Commanding Officer of Marine Aircraft Group 14.

Upon exiting the Marine Corps, Chris went on to serve as a contractor for the Army with Northrop Grumman at Joint Base Langley-Eustis, VA. In this role Chris supported multiple units including the U.S Army Training and Doctrine Command, 128th Aviation Brigade, and the Advanced Applied Technology Division, with troubleshooting aircraft systems, designing training aids, and supporting R&D efforts.

In April 14’ Chris departed Northrop Grumman, attended FSU (EBV), and pursued entrepreneurship with his first company Quip Tech LLC, which still operates successfully today. Apart from managing Veteran LED’s day-to-day operations, Chris spends time performing C&I energy audits, developing energy project finance packages, and government sales. He currently donates time as a Mentor with local incubator StartUp Virginia, and as a speaker on various subjects such as energy, government contracting, and entrepreneurship.

When time permits you can find him competing in triathlons, or running/biking the many trails of Richmond, VA with his wife Jessica, his daughter Scarlett, and their pet Australian Shepherd, Rocky.


Larry Liss
Board member chairman

Larry Liss (U.S Army CAPT. Ret.) is the Board Member Chairman of Veteran LED. Currently Larry is leading Gap International’s Veterans Business Services Division and its venture capital initiative, focused on maximizing veterans’ unique leadership strengths in corporate environments.

Larry is also an executive senior consultant at Julip Run Capital, providing capital to qualified ventures and coaching executives and entrepreneurs. He was instrumental in the remarkable success of the franchise, JDog Junk Removal® & Hauling. Owned and operated by military veterans and their families, this business grew in 30 months from 1 franchisee to over 400 territories across the US. 

For 10 years Larry was President of LVI Energy Management Systems, which was comprised of a number of divisions and nationwide offices servicing large commercial and industrial energy management systems, large scale asbestos abatement projects, industrial energy savings insulation, and fireproofing. 

Prior to his business career spanning nearly 50 years, Larry completed 7 years of distinguished service in the US Army, retiring in 1970 as a Captain of Armor and Aviation. Serving as a combat helicopter pilot from 1966 to 1968, he flew 650 combat missions. Some of his awards are: 25 Air Medals, one for Valor; the Bronze Star; 3 Purple Hearts; the Valorous Unit Commendation for Extraordinary Heroism; the Meritorious Unit Commendation; the Distinguished Flying Cross for Valor; and he was twice awarded the Vietnamese Cross of Gallantry. Larry is a graduate of Pennsylvania Military College (now Widener University).


daniel carter

Daniel Carter was recently promoted to Operations Manager at Veteran LED. His experience and knowledge dates back to his own entrepreneurial run where he grew his commercial shipping pallet business from $0 - $1.5M+ in revenue from 2009-2015. Upon exiting the pallet business, Daniel worked in heavy commercial utility construction with BTS Inc. in Richmond, VA, and now finally with Veteran LED.

As the Operations Manager, Daniel is responsible for the day-to-day management of all projects Virginia, often coordinating with vendors, sub-contractors, and foreman to ensure stakeholder needs are met.

“Our job is to complete projects on time, within budget, and exceed the expectations of our customers. That’s what I aim to accomplish every day.” , says Daniel.

He enjoys spending time with his son Peyton, daily physical training, and watching how sore his co-workers get after attempting to workout with him.

Don Rawlings currently serves as Energy Manager for Veteran LED. Don joined the VLED team in the summer of 2017 after much persuasion from his son Chris to come out of retirement. Dons’ career spans 40 years to include diesel and heavy equipment repair, industrial marine sales, and electronic systems troubleshooting. His thorough technical background and continued training helped him transition into the VLED Energy Management team quite nicely. Don enjoys any and all types of racing (after racing go-karts for nearly 20yrs himself), going to the shooting range, and spending time with his family, friends, and dog Sophie. He currently resides in Powhatan, VA with his wife of 45 years, Gail Rawlings.


Zach Richter

Zach Richter is the Founder and CEO of Richter Dynamics, a commercial and industrial energy procurement company located in Dallas, TX. For almost a decade, Zach has worked with SME’s nationwide reducing their operational expenses through energy procurement, energy tax assessments, and DSM projects such as LED Lighting, HVAC Controls, and Demand Response. As a licensed electricity aggregator (#80433), Zach has helped businesses nationwide identify millions of dollars in cost savings by aggregating energy usage, leveraging buying power, and hedging market rates. 

Prior to Richter Dynamics, Zach gained experience as a technical sales manager with numerous energy brokering and tax firms, but found the market was underserved by companies with the customers goals at heart.

Jessica Bareford

Human resources

Jessica Bareford holds a B.A. from the University of Florida and her Master’s degree in Organizational Psychology from William James College in Boston, MA. Aside from her day-to-day role in corporate America, Jessica assists the Veteran LED team in designing talent development programs, recruiting, and compliance. Her background in corporate and experience with VLED since its’ inception, has really made her a valuable asset to our team and their development. Jessica enjoys the outdoors, spending time with her family and friends, and pumpkin flavored anything year around.



Jason Woods (USMC SGT Ret.) is a 9 year Iraqi war veteran of the United States Marine Corps who was medically discharged in 2011. He served in Camp Lejeune, Camp Pendleton, 29 Palms, and Quantico, along with three consecutive tours in Iraq. During his duty, Jason received many honors including 2 Navy-Marine Corps Achievement Medals, Combat Action, and Good Conduct. Shortly after leaving the Corps, Jason pursued his technical career by working alongside Marines in Stafford, Virginia as a contractor. After a short stay, Jason moved back to his hometown in Richmond to work for a Microsoft consulting firm. As Jason continues his career, he has many side projects to fill his time. Apart from being a part-time DJ on the weekends, he has taken special interest in aerial drone photography and videography. While excelling at his career as a consultant, Jason now works part-time for DroneBase out of California. He has weekly and monthly drone shoots that take him all over Virginia. They range from construction projects, farming, real estate, and now, Veteran LED.

Bob Jennings is the Founder and CEO of Energy Cost Control LLC. Bob served 4 years in the Marine Corps from 1970-1974 in various Artillery units before being honorably discharged in 74’. After earning his B.S in Economics, Bob landed a role with Dominion Energy (Formerly VEPCO, Dominion Power) where he helped develop rate schedules / analytic processes, administer DSM programs, and numerous other roles over his 25 year career. He holds professional energy certifications including, CEM, CEA, BEP, and CDSM through the Association of Energy Engineers.

Bob currently serves as an independent consultant to the Veteran LED team where he helps clients negotiate rate contracts, identify peak shaving opportunities, and leverage utility resources to reduce supply costs. Bob currently resides in Harrisonburg, VA. We’re excited to have this experienced energy advisor and Marine veteran on our staff. Semper Fi Bob!

Michael Scelzi

Advisor, m&V and energy accounting

Michael Scelzi is the Chief Executive Officer of The Energy Control Company. His 30 years of experience enables him to constantly innovate ways to conserve energy using existing systems. 

He has a Bachelor’s of Engineering from Maritime College, NY, a Masters of Business Administration from the College of William and Mary as well as a master HVAC License and is a Certified Energy Manager (CEM) through the Association of Energy Engineers.

Mr. Scelzi holds multiple patents in the energy field, including energy analysis, electrical signature analysis, energy reporting and determining the insulating value of built structures. 

Mr. Scelzi is a serial entrepreneur with a proven track record of anticipating market needs and designing products to solve those market needs.

david nguyen

Supply Chain manager

David Nguyen joined the Veteran LED team in 2016 helping out with everything from project management to energy auditing. Currently he serves as our Supply Chain Manager, performing quality assurance checks, managing inventory, and supporting supply chain and logistics. David is a dedicated hard worker and detail oriented team member, focused on delivering high quality products, on time, directly to our customers. During his free time David enjoys spending time with his family and friends, and being active in the local craft brewery scene. He currently resides in Henrico, VA.
